There's order to be found in proper communication and loyalty bids one to remain steadfast despite their strength.

Though Ngene is perhaps the most powerful hydra— at Arx Infusco at least amongst the mortals— she is not its natural leader. When she came to the Arx, she sought its leader immediately, and upon finding him (the illustrious Arx Atra Mons beast, Ezikiela'khan) she bowed her head and promoted herself to Arx Headmaster, loyal to him and him alone.

You see, Ngene does not enjoy the prospect of leadership. Leadership comes with planning and plotting, dealing with outside forces, and ensuring the long term health of a pit of vipers that only want to destroy one another and the world along with it. Instead, Ngene chose to be the overseer of those vipers directly. Why not, when destruction sustains her? She now manages the Arx, overseeing the culling of the sick and the weak, and gently terrorizing those who would seek to endanger the Arx by the occasional will of force chokings and other uncomfortable means of intimidation.

Ngene is not purely evil, either. She is an excellent listener, and knows what to say to the right people. She cultivates friendships with those who are of at least of Greater rank, specifically those who seem competent and who are willing to keep an eye out on their more unruly peers. In this way, Ngene is almost a force of Order. Since her arrival, the Arx has not exactly had less squabbling... but what squabbling it does have tends to be quicker, with more immediate and deadly results. Those who would rabble rouse are now prone to voicing their concerns more productively, or else to kill or be killed for their trouble.
