Hemir was fostered into a human community since before he can really remember. He has no roots to his halfling heritage beyond knowing he is, in fact, not a very tiny human... but that doesn't help with his woes over fitting in. He has no real urge to seek out other halflings, at least not when he's spending so much of his effort over making a life for himself where he's grown up.

Bonding to Sarydith has done very little to remove the spotlight from him, at least from some humans who see the Pernese heritage in Hemir's dragon. A very tiny man riding a male gold?! How unusual! Thank the stars that most of Nidus Descendi's population grew up in a more varied environment, and that at least as a Draconar, Hemir is able to more-or-less fit in with his peers.
