Forum Upgrade

I've updated the forum from version 3.0 to 3.3, which is several major versions above what we were previously using. I'll need to re-skin the forum so that it looks better than the basic install, and also rebuild the integration into the main Nexus page, including all the dexes. Current plans have me taking a crack at both the integration and the re-skin the weekend of 10-30-2021, and then again in December if I don't finish it then.
If anything comes up beyond those things that you notice, feel free to let me know on Discord (or on here, if you can, for better tracking on my part)
If you have any suggestions for improvements I can look into, let me know! I already know someone wants a dark theme option, so I'm going to look into available dark themes to add.
