Odd question

Does anyone know how to go about making a mini Victorian top hat?

I'm dressing as a zombie Victorian Mad Hatter for Halloween, with my friends going as Alice, The White Rabbit, and the Queen, but I'm not about to pay 50$ for a mini hat off the internet, and the ones they sell for dolls around here are too small for the look I want.

Cardboard and felt? A couple pieces of felt wont run you more than a few bucks, just cut out the tube, make the top, etc... I have no idea how to actually DO that, but I imagine that it could be pretty easy.
