I use Adobe Photoshop Elements, but you can do it in any Photoshop program as far as I know. You choose a colour and colour in the image, then go to Filter --> Texture --> Texturizer and do a Sandstone texture. Then, go to Filter --> Pixellate --> Crystallize, and set it to your liking. Poof! Instant ice.

I really should make some tutorials for dragon colouring...
